Milliken TOC at a Glance

This 9.4-hectare (23-acre) property on the north side of Steeles Avenue East, east of Kennedy Road, is currently vacant. Formerly home to Market Village, the site is surrounded by commercial, residential and light industrial uses.

The comprehensive block plan for the Milliken TOC outlines the coordinated design and phased delivery of buildings, public spaces, and infrastructure across the site. It integrates residential, commercial, and community uses with urban and neighbourhood parks, pedestrian-friendly streets, and seamless connections to transit ensure that development is cohesive and accessible.
