About

At 4350 Steeles Avenue East, just steps from the Milliken GO Station, a new vision is taking shape for the heart of Milliken where Markham meets Toronto. This 23-acre site, once home to the beloved Market Village, will become a dynamic, mixed-use community designed for modern living, working, and connecting.

The proposed development is a high-density, mixed-use project within a Protected Major Transit Station Area (PMTSA). It aligns with provincial, regional, and municipal planning objectives for intensification, diverse housing supply, and transit-focused growth. Supported by comprehensive technical studies, the plan optimizes existing infrastructure, enhances connectivity, and advances Markham’s vision for a vibrant, walkable, and sustainable urban hub.

The community will feature eight architecturally distinct buildings. Tower heights will range from 15 to 50 storeys. Vibrant podium levels will include shops, cafés, and community spaces, creating a seamless blend of residential, office, retail, and public gathering areas connected by pedestrian-friendly streets and green spaces.

Economic Impact

The proposed Milliken TOC is designed to become a cornerstone of Markham’s economic future by integrating residential and employment spaces into a self-sustaining community. Approximately 10,000 m² of commercial space will attract a diverse mix of tenants, including retail, health, social, and cultural facilities. This will result in an estimated 250 local jobs and expand the municipal tax base. The project directs significant growth to an existing transit hub, promoting cost-effective infrastructure investment and long-term financial stability.

The proposal will deliver approximately 5,500 residential units in a variety of sizes and layouts to meet the needs of individuals, couples, and families. Housing will be spread across eight mixed-use buildings, each offering high-quality indoor and outdoor amenities that encourage recreation, social interaction, and a strong sense of community.

The development will replace an underutilized vacant site with a compact, walkable community that reduces car dependency and supports active transportation such as walking and cycling.

The proposed Milliken TOC will consider sustainability measures, including:

  • High-Performance, Energy-Efficient Building Design: Buildings will be designed to minimize energy consumption through optimized window-to-wall ratios.
  • Low Impact Development (LID) for Stormwater Management: Bioswales, permeable paving, and green infrastructure capture and filter rainwater, reducing runoff and improving climate resilience while enhancing local biodiversity.
  • Tree planting and shaded streetscapes, combined with reflective and permeable surface materials, help moderate microclimates, improve air quality, and provide year-round comfort.
  • Native and Drought-Tolerant Landscaping: Public and private landscapes feature indigenous, low-maintenance plantings that conserve water, support pollinator species, and create resilient, self-sustaining ecosystems.
  • Active Transportation & Walkability – “Five-Minute Neighbourhood”: The compact community design ensures that daily needs and services are within a five-minute walk, reducing car dependency and promoting active, healthy lifestyles.
  • Green, Connected Public Realm: A lively network of parks, open spaces, and tree-lined streets—integrated with Low Impact Development strategies—creates a continuous urban forest canopy and diverse, naturalized landscapes that strengthen local ecology.

The proposed Milliken TOC will transform a car-centric area into a compact, walkable, and transit-connected neighbourhood. Located approximately 500 metres (a six-minute walk) from the Milliken GO Station, it will provide direct access to the Stouffville GO Line, TTC bus routes, and regional transit connections. A new public street framed by green spaces and active building frontages will create a safe, attractive urban corridor. Pedestrian and cycling linkages will connect internal amenities with surrounding neighbourhoods, improving accessibility for people of all ages and abilities.

Community Amenities

A new five acre public park will serve as the green heart of the neighbourhood. Shops, restaurants, and services will be integrated with residential and office uses, and the community will include spaces for cultural, health, and recreational activities. The design supports a vibrant public realm that encourages community interaction and active lifestyles.

Public Engagement

Residents, businesses, and community stakeholders had an opportunity to review the proposal, share feedback, and help shape the project during our public open houses, which were held on October 15, 2025 and October 23, 2025.
